FOREWORD BY RIGHT HONOURABLE CHOW KON YEOW
CHIEF MINISTER OF PENANG

Penang is now gearing up for the state development vision of Penang 2030 as a family-focused green and smart state to inspire the nation. In this vision, there are four (4) main themes, with the fourth theme of investing in public infrastructure environment vital in the development of a holistic transport network.

It is a major step in transforming the landscape of Penang into a modern and smart state; providing higher income and better quality of life. Additionally, with the rapid development of technology internationally, not acting proactively in creating an integrated environment with IT-intensive modes and sophisticated facilities, the state of Penang will be marginalised in modernisation.

PTMP is a comprehensive and efficient strategy that integrates modern transportation systems for the benefit of the people of Penang. The plan consists of various modes of transport such as LRT, monorail, BRT, trams, taxis and ferries that will provide a reliable public transport system to Penangites. This would then be complemented by other PTMP’s initiatives to improve road network and connectivity that will substantially improve travelling time for commuters in Penang.

Therefore, PTMP is seen as a transformative master plan that addresses the challenges faced and helps achieve the economic and social balance of the State, especially in dealing with traffic congestion problems.

The State Government’s efforts and initiatives to develop the Penang State transport network will bring about inclusive growth and balance the socioeconomic gap between regions in the north and south of the island – so that future generations of Penangites may enjoy better prospects in life.

Sustainable development of a state or country depends on systematic and realistic planning. It has a major impact on the economic growth, vitality and sustainability of a city. Such planning should not only be cheaper and faster but more importantly, needs to be more sustainable, competitive and practical. The State Government takes a serious approach to this problem and began designing this long-term solution, which is now in the implementation phase, in 2011.

In fact, the development of a holistic transport network is a key step in driving Penang towards modernisation and smart city status; providing higher income and better quality of life. In addition, with the rapid development of technology internationally, proactive action is necessary in creating an integrated environment with more advanced and high-technology facilities.
