Apakah Pelan Induk Pengangkutan (PIP) Pulau Pinang?

PTMP adalah penyelesaian utama untuk memenuhi peningkatan pengangkutan awam dan jalanraya yang bakal berlaku dalam tempoh 50 tahun akan datang (2015-2065) di Pulau Pinang dari segi membuka peluang pekerjaan, pelaburan, penumbuhan penduduk dan juga industri pelancongan yang berkembang pesat.

Mengapakah PIP diperlukan di Pulau Pinang?

Dianggap sebagai kunci untuk menaik taraf Pulau Pinang dari segi ekonomi, tarikan pelancongan dan kesesuaian taraf hidup penduduk, PIP akan mengubah landskap pengangkutan dan juga perumahan dari segi menaik taraf sistem dan meningkatkan kesinambungan jalan dan akses. Ia juga bakal membantu: • Mengurangkan masalah lalu lintas utama di Pulau Pinang; • Megurangkan perbelanjaan isi rumah; • Mengurangkan masa perjalanan; • Mewujudkan peluang pekerjaan; • Menawarkan kepelbagaian pilihan dari segi pengangkutan. Jika infrastruktur pengangkutan awam semasa tidak ditambahbaikkan, kesesakan jalan raya akan terus berkembang seiring dengan penambahan penduduk di Pulau Pinang. Ini akan memberi kesan negatif kepada masa perjalanan dan kualiti hidup keseluruhan penduduk.

Apakah senarai komponen yang dicadangkan oleh SRS Consortium di bawah Pelan Induk Pengangkutan Pulau Pinang?

Pelan Induk Pengangkutan dijangka akan menjadi suatu rangkaian pengangkutan awam, lebuh raya dan jalan raya yang bersepadu dengan pelbagai pilihan pengangkutan untuk memenuhi keperluan pertumbuhan penduduk dan ekonomi negeri Pulau Pinang. Senarai projek yang dicadangkan oleh SRS Consortium:

* Jarak keseluruhan LRT Bayan Lepas yang dicadangkan adalah 30km, termasuk stesen tambahan apabila talian dilanjutkan pada masa hadapan ke arah pulau tebus guna di selatan.

Bilakah PIP dijangka akan dilancarkan dan adakah ia akan dilakukan secara serentak ?

LRT Bayan Lepas dan Lingkaran Pulau Pinang 1 (PIL 1) telah dikenalpasti sebagai projek-projek utama dan pembinaan disasarkan bakal bermula seawal 2017.

Berapakah jumlah perbelanjaan untuk projek ini?

RM27 juta adalah anggaran awal projek. Jumlah sebenar hanya akan diketahui apabila rangkangan terperinci dan proses tender telah diselesaikan oleh Rakan Pelaksana Projek.

Bagaimanakah projek ini akan dibiayai?

Projek-projek di bawah PIP dicadangkan akan dibiayai oleh lelongan pulau tebus guna di persisiran selatan Pulau Pinang. Kerajaan Negeri Pulau Pinang akan memiliki sepenuhnya tanah yang ditambak tersebut dan akan menjalankan proses penjualan di pasaran terbuka.

Adakah Lebuhraya PIL 1 akan dikenakan tol?

Sama dengan Lebuhraya Tun Dr Lim Chong Eu, penduduk Pulau Pinang akan terus menikmati akses bebas tol untuk Lebuhraya PIL 1.

Apakah jalanraya-jalanraya yang akan ditutup sewaktu pembinaan?

Semua unsur-unsur pembinaan bakal ditentukan di peringkat reka bentuk. Tidakan dan pelan pengurusan lalulintas akan diambil sewajarnya untuk memastikan pergerakan yang cekap dan membantu kurangkan gangguan trafik.

Adakah projek ini akan menjejaskan Tapak-tapak Warisan Budaya?

Untuk memelihara Tapak Warisan Budaya sebagai tempat yang unik di dunia kerana ciri-ciri semulajadinya dari segi budaya dan nilai-nilai yang telah berdiri teguh dari ujian masa; penguatkuasa akan memastikan bahawa pembinaan akan diselaraskan di sekeliling perimeter warisan tapak dan zon penampan bagi pemuliharaan kota bangunan George Town. Cadangan ini selari dengan Sistem Transit Aliran RIngan Bayan Lepas-George Town.

Bagaimana projek ini bakal meningkatkan taraf pengangkutan?

Melalui cadangan dari SRS Consortium, Zenith - BUCG Consortium dan Malaysian Resources Corp Berhad (MRCB), satu rangkaian pengangkutan kolektif dan menyeluruh yang bertujuan untuk meningkatkan integrasi dan prasarana dengan perkembangan sedia ada dan masa depan.Ini selari dengan pelan pengabungan hierarki dari segi kesinambungan. Pelbagai koridor bakal dikenal pasti di dalam projek-projek pengangkutan yang dicadangkan, ini akan melibatkan liputan menyeluruh di kedua-dua pulau dan tanah besar. Antara pertimbangan utama yang akan dibuat di dalam rangkaian pengangkutan yang dicadangkan adalah perumahan yang berpendudukan tinggi, kawasan pejabat dan perdagangan dan kawasan kritikal untuk memastikan tadahan tertinggi dan penumpang. Yang paling utama ialah, transit aliran ini akan menjadi tulang belakang utama untuk pengangkutan awam di Pulau Pinang pada dekad akan datang. Ia akan disokong rapat oleh rangkaian bas “feeder” untuk meningkatkan akses di kawasan tadahan dan stesen-stesen LRT.

Jangkaan pemerolehan harta awan di sekitar projek adalah?

Kajian sedang dijalankan untuk mengenal pasti jumlah lot hartanah yang akan diperlukan untuk projek ini. Ia akan dilakukan dengan teliti, peka dan menghormati semua pihak di sepanjang proses pengambilalihan termasuk juga kawasan perumahan yan bakal terjejas dengan pembinaan.

Bagaimana proses tender bagi Pakej Kerja Kontrak akan dilakukan?

Ia akan dilakukan selaras dengan garis panduan perolehan, proses tender yang kompetitif akan dilaksanakan secara objektif dan telus.

Adakah peruntukan dijangka untuk membuat rangkaian hingga ke lapangan terbang antarabangsa Pulau Pinang?

Apakah model pembiayaan untuk projek ini?

Projek ini bakal menggunakan model pembiayaan sendiri, di mana tanah tebus guna yang dimiliki sepenuhnya oleh Kerajaan Negeri Pulau Pinang akan dilelong untuk membiayai PIP.

Adakah Kerajaan Negeri Pulau Pinang telah mencuba tanah dari Seberang Perai untuk membiayai PIP terlebih dahulu sebelum penembusan tanah di sekeliling pulau?

Pulau Pinang tidak mempunyai tanah yang banyak, malah nilai tanah yang sedia ada di Seberang Perai lebih rendah (20%-40%) berbanding dengan tanah di pulau. Kebergantungan kepada tanah milik negara di Seberang Perai untuk membiayai projek ini tidak akan mencukupi. Untuk memenuhi jangkaan nilai yang lebih rendah daripada tanah di Seberang Perai, jumlah kawasan yang lebih tinggi daripada 3700 ekar akan dituntut semula (di pantai selatan Pulau Pinang) dan permintaan pasaran juga akan menjadi lebih kurang.

Siapa yang bakal mempunyai hak milik tanah tebus guna?

Kedua-dua pulau buatan dari tanah tebus guna yang dibina di bawah projek PTMP adalah aset Kerajaan Negeri Pulau Pinang yang akan digunakan untuk mengumpul dana untuk menjana projek utama seperti yang dicadangkan dengan cara yang tepat dan dalam jangka masa yang mampan.

Adakah Kawasan Perikanan Tengah terjejas dalam projek ini?

Tidak, kawasan tersebut tidak akan terjejas oleh penambakan di persisiran selatan Pulau Pinang kerana ia terletak di dalam Gazumbo Pulau Pinang dan juga adalah pusat rumpai laut serta tempat pembiakan yang penting bagi pelbagai kehidupan laut dan ikan.

Adakah kerajaan negeri telah meluluskan apa-apa kerja penambakan?

Tiada perlulusan lagi untuk kerja penambakan pulau buat masa ini. Belum ada kerja-kerja fizikal yang telah dijalankan kecuali penyiasatan tapak dan kerja-kerja kajian setelah SRS Consortium dilantik sebagai PDP untuk projek ini. Walau bagaimanapun, penyiasatan kualiti kawasan tanah sedang dijalankan untuk mengenal pasti lapisan tanah di sekitar pulau. Penilaian Kesan Alam Sekitar Terperinci (DEIA) akan dijalankan, di mana nelayan dan masyarakat setempat akan terlibat rapat dalam proses ini.

Why is the State Government building more highways when we are supposed to be advocating Public Transportation Vs Private vehicles?

It is common knowledge that that car ownership increase in Penang is inevitable with the fast-growing young population increasing affluence. As the State Government is targeting to achieve a 40:60 (public: private) mode share, road transport infrastructure is still required to cater for the 60% Private transportation.

Why can’t the State Government increase the quantity of public buses and the operational efficiency instead of building more highways?

Increasing bus quantity without freeing up the roads will not increase the operational efficiency. Existing and future growth of private vehicles need to be dispersed first to other road networks which have been strategically planned out. Ultimately, the target is to achieve a 40:60 mode share for Public and Private transportation via other efforts under the PTMP such as public transport strategy and institutional strategy.

What are the benefits of PIL 1 to the public?

At present, Penang is served with only one Spine road which is the Tun Dr. Lim Chong Eu (LCE) Expressway which is experiencing congestion during peak hours. PIL1 is meant to serve as a Second Spine to the congested LCE Expressway. PIL1 will be a new bypass functioning as a Traffic Dispersal System with five (5) strategic Interchanges connecting Gurney Expressway, Jalan Paya Terubong, Jalan Tun Dr Awang, LCE and first and second bridge. In sum, PIL1 is mean as an alternative to LCE Expressway. PIL1 will ultimately disperse traffic from the LCE Expressway allowing for better traffic flow for both private and public transports.

The Tun Dr Lim Chong Eu (LCE) Expressway was already congested not long after it was constructed. Will PIL 1 be facing the similar situation? How long can the PIL 1 sustain traffic flow without being congested?

The LCE Expressway is not a highway with controlled access. There are numerous entry/exit points along the alignment as this is the only Spine road connecting the island from North to South. Being underground & elevated, PIL1 will be access controlled to cater for future traffic growth.

What kind of tunnelling method will be used for PIL1?

The drill and controlled blast method will be used. This method is the most common method used for tunnelling in granite that has been adopted in Malaysia since the 1970s; including for the Genting Sempah Tunnel (Karak Expressway) and Menora Tunnel (North South Expressway). The drill and controlled blast method is a safe and established method that takes into consideration all aspects related to ground movement and settlement.

What kind of safety measures for blasting works where it is adjacent to residential area?

Both DOE and JMG have set guidelines on the allowable vibration at sensitive areas such as residential due to controlled blasting works. The blast design will be developed in line with the allowable limits and trial blasts will be carried out to before actual works begin to ensure the works are in full compliance to relevant guidelines.

Part of the PIL1 alignment to be construct along the river reserve. What is the method and measure to protect the existing river during construction and post construction?

In line with DOE guidelines, the Land Disturbance Polution Prevention & Mitigation Measures (LDP2M2) plan will be developed during detailed design stage for approval by DOE. In this plan, details of mitigation measures such as check dams, silt traps, silt fences, sand bag perimeter bunds etc will be designed to ensure the existing rivers are not polluted. Besides this, the Environmental Management Plan (EMP) will also be submitted to DOE prior to construction. The EMP entails the types of tests as well as the frequency of test to be carried out during the construction period. All test reports will need to be submitted to DOE periodically.

What are the safety measures to be complied to storage the explosive and transporting to site?

Any storage of explosive material will be subjected to approval by Polis Diraja Malaysia (PDRM) in compliance to stringent requirements with regards to safety and suitability of the proposed locations. Basic requirements include minimum distance of 500m from any residential houses & armed guard security. Explosive material will be transported in small quantity to site daily and any unused material for the day must be returned to the bunker.

What is the solution taken to preserve historical locations such as Bukit Bendera and Kek Lok Si temple?

In line with the Penang Hill Special area Plan, the PIL 1 highway is designed to be fully tunnel within the SAP boundary. This ensures the beauty and serenity of Penang Hill is preserved. As for Kek Lok Si temple, the alignment is approx. 500m away from the temple. Such a distance means the temple is unaffected by the presence of PIL 1.

Any bore holes done till date (soil and rock testing)?

Yes. Bore hole have been conducted. However, more will need to be carried out during detail design stage to gather more info to ensure safe and efficient design of PIL 1

If the tunnel drilling through the Air Itam Hill, will it damaging the Air Itam Dam and Kek Lok Si temple?

The tunnel alignment is approx. 500m from both Air Itam Dam and Kek Lok Si temple. The drilling and controlled blasting has negligible impact in terms of vibration and settlement to structures or buildings at such distance. Air Itam Dam and Kek Lok Si are both safe.

Does the Traffic Management Plan consider the safety requirement of Disabled User?

The Detailed Traffic Management Plan which will be developed prior to construction for Local Authority approval will take into account the needs of relevant stakeholders including the disabled. Safety and security of all public is of the utmost priority.

How effective is the Traffic Management to alleviate the traffic during construction?

While public may experience certain degree of inconvenience during the construction period, this is short term pain for long term gain. All the necessary measures such as maintaining the number of lanes, comprehensive traffic signages and early notification will be done to minimise the inconvenience of road users during construction. Limited work will be carried out during peak hours such as 7am to 9am and 5pm to 7pm.

Construction of tunnel will transfer out plenty tonnages of rock from the tunnel site by the large lorries. How is the road safety emphasis to the narrow road user and motorist?

The tunnel mucking will be transferred out via carefully selected routes to ensure the minimum inconvenience to road users. Transportation times will be coordinated so as not to clash with peak hours. All lorries will be inspected to ensure they are road worthy and safety precautions such as closing the load with tarpaulin canvas are adhered to at all times.


Sistem Transit Aliran Ringan (LRT)

Most buildings along Magazine road are over 100 years. LRT station will create the visual impact on the heritage buildings.

Penang Government through it state agency PDC has looked into a holistic development of Komtar rail interchange cum Transit Oriented Development (TOD). Komtar is a people centric point in George Town thus the station and tracks will enhance Komtar’s prominence. The station design will take into consideration the value of heritage buildings. The Komtar station will be designed to have a façade that blends in with the surrounding existing heritage buildings.

Noise, vibration and dust impacts to the public during construction

Noise; Area sensitive to noise will be monitored before construction and throughout the construction duration to ensure noise levels generated are within DOE limits. If the limits will be exceeded, noise barriers will be installed. Vibration; machineries induce low level of vibration will be used and regular monitoring will be carried out to ensure compliance to DOE limits. Vibration sensor will be installed at critical places likes hospital, heritage buildings and electronic factories to measure the vibration level in accordance to DOE limits. Dust; Work procedures to follow the guideline given by DOE in dust control. All machineries to follow DOSH regulation. Water bowsers, road sweepers, wash bays will be provided at construction area.

The guarantee people could sleep as peacefully during the construction and operation

Construction will be carried out during normal hours. Some critical works that may obstruct traffic or pose safety hazard to public will be done outside of normal hours; this will be subject to approval from local authorities.

Does the project have its approval from the government, and why LRT not TRAM?

The Bayan Lepas LRT is in the final process of getting approval from the Federal Government tentatively before year end 2018. A range of suitable public transport mode has been considered to be introduced in PTMP. The state government has decided that the LRT system is the most suitable transport system to be used and LRT will be the “backbone” of the rail network for Penang Island. Multiple factors were taken into consideration before a transport system is selected which includes targeted travel demand, carrying capacity, performance for long route length, economic returns and social impact. The State government has chosen the LRT system instead of a tram system as it can reduce the associated costs related to utilities relocation and land acquisition. At-grade or street running trams will result in more numbers of building owners to be relocated, which will change the social structure of the community. As land is scarce in the Island, the LRT would be the most practical and cost-effective solution compared to other modes of transport.

LRT construction will create traffic congestion along the alignment especially at major roads?

During construction, Traffic Management Plan (TMP) will be implemented. The plan will involve diverting traffic to additional lanes, alternative routes and traffic control and protection. The plan also takes into account existing congestion areas and flood prone locations. Traffic management teams will be deployed to control and monitor traffic movement throughout the construction duration.

Public will be informed in advanced through newspaper, PTMP official website, pamphlets, radio announcement, respective ADUN office and public notices which will be placed at mosques and community centers.. Any public complaint can be channel through project hotline, official project website or by walking in to the project office. The hotline and official website will be established and announced once the project has started.

What is the most convenient way for users located out of 3km radius which has no feeder bus service available to use the transport system

User is encouraged to use Park and Ride (P&R) facility where user can park their vehicle at the nearest P&R facility and ride the LRT to their destination. There are 5 stations along the alignment that provide the P&R facilities with sufficient number of parking space.

Will the LRT alignment affect the Penang International Airport’s expansion?

The LRT alignment will be integrated with the future Penang’s International Airport expansion plan. Among the facilities to be expanded in the Airport expansion may include the main terminal, training centre, multi-storey car park and the new LCCT

When will the construction begin and when it start will operation?

The construction of Bayan Lepas LRT is targeted to commence in Q3, 2020 and the operation is targeted to start in Q4 2026.

Is there any chance for local to participate in the project?

Local can participate in the project in many ways such as contractors, suppliers, service providers, and there will be a lot of vacancies to be offered to locals both during construction and during operation.

Proposed LRT alignment will traverse through many schools. How about safety of children and parent during the construction?

LRT project will not compromise with the safety issues related to the public. Discussion with school will be conducted and dedicated TMP will be implemented for each school to ensure all the construction activities will comply to the safety procedures. Proper hoarding will be erected to prevent children/student from encroaching into the work areas. Machineries movement will be properly controlled especially during drop off and pick up times. The school existing entrances will not be blocked and the movement of students will not be disrupted by any construction activities, walkways and pedestrian crossings will be maintained.

Partially alignment of LRT Is encroaching the bicycle track at some spots. Is the bicycle track is safe for the riders during the construction?

Access to bicycle track will be maintained during the construction period. Several bicycle track stretches along Lim Chong Eu Highway have been identified will be affected by the construction of LRT structures. These sections will be realigned prior to the construction work with proper concrete barricade to ensure safety to the cyclists.

There will be social issues with the large influx of foreign labour.

All the construction workers will be placed in the, Centralised Labour Quarters (CLQ). There are 5 CLQs that will be built to accommodate the foreign workers. The CLQs will have living amenities and facilities including the perimeter fence. Labour will not allowed to linger outside the compound.

Is it safe to travel under the structure which still under construction?

All temporary works will have to comply to design standard and safety regulations as per DOSH requirement. Works will only be carried out upon receiving approval from local Authority and DOSH. All temporary works will be inspected by independent parties. During construction, the work parameter will be covered and secured using combination method such as by placing industrial netting underneath the viaduct segments, and by installing edge protection and rigid barrier on top of viaduct segments to provide a safe travelling condition for the passerby. A comprehensive traffic management plan will be put in place to ensure efficient movement of traffic. Continuous traffic monitoring will ensure that there is no traffic risk to the public at near vicinity.

Penang Southern Reclaimation (PSR)


Does the fishermen resident will be acquired or affected. As we are very much concerned if there will be any land acquisition and relocation?

Fisherman will not be relocated by the reclamation works. However, some localized area may be affected by Infra-structure development such as the LRT and access road construction. All houses affected by the LRT and access road construction will be compensated.

What is the benefit for fisherman and will there be job opportunity for local people, what is the assurance that priority will be given to the local people

Benefits for those who wants to remain as fishermen: 1. Reclamation will be carried out on the small part of fishing ground 2. The existence of 3 man-made islands will not force fishermen to fish on neighbour ring state waters 3. Fishermen route will not be block during reclamation works 4. Navigation channel with 250wm wide will be provided and will be dredged -2m CD to deepen the channel to ease fishermen in & out to the sea 24 hours a day 5. 4 jetties will be provided for each fishermen units 6. Ecological balance programs will be organized 7. Compensation or ex-gratia to those affected. Other benefits for fishermen & their generation that would like to venture other ares: 1. What is total area of reclamation & who will own the reclaimed island?

Island A is 2,300 acres, Island B is 1,400 acres and Island C is 800 acres totalling of 4,500 acres. Reclamation will be carried out in Stages. State Government will own the land upon reclaimed. State Government will auction the land to interested developer for development. Proceed from the land sale will be utilized for development of Penang State, including Penang Transport Masterplan (PTMP).

Where can we get info on the reclamation and benefit to fishermen?

Pusat Perkhidmatan Setempat (PPSN) has been set-up at Permatang Damar Laut and Gertak Sanggul and all info can be obtain from the centre. What are the development plans on the Islands?

3 FAQ reclaim

Probably erosion, sedimentation and mudflats will occur due to reclamation. What measures will be taken to overcome these problems?

Hydraulic study carried out indicated that the reclamation will not cause serious erosion & sedimentation to the area. Nevertheless, localized erosion and sedimentation can be expected. Periodic bathimetry (seabed) survey will be carried out to determined area where sedimentation occurs. Maintenance dredging will be carried out at these location. At area facing erosion, shoreline enhancement will be carried out as part of mitigation measures

Will the existing shoreline be affected?

Reclamation will be 200 – 300 m from existing shoreline and as such, shoreline are will not be reclaimed. Nevertheless, hydraulic study shows localized area may experience erosion & sedimentation. Hydraulic report has proposed periodic maintenance dredging at sedimentation area and shoreline enhancement at erosion area

Will the coral at Pulau Kendi & Pulau Rimau affected by the Reclamation?

Based on hydraulic study report, Pulau Kendi will not be affected whereas Pulau Rimau will be partially affected. EIA report has proposed measures to mitigation impact to the coral at Pulau RImau.

State Government has form a “fishermen taskforce” lead by EXCO Pertanian & Industri Asas Tani, Pembangunan Luar Bandar & Kesihatan. The taskforce member include ADUN within the affected area and relevant government agencies including Fishery Dept. The taskforce will look into all aspect regarding improvement package for affected fishermen.

What are the mitigation plan on the fishermen fate (rice bowl) from Batu Maung to Teluk Kumbar if affected by the reclamation works and are there contingencies to avoid from affecting these fishermen?

Benefits for those who wants to remain as fishermen: 1. Reclamation will be carried out on the small part of fishing ground 2. The existence of 3 man-made islands will not force fishermen to fish on neighbour ring state waters 3. Fishermen route will not be block during reclamation works 4. Navigation channel with 250wm wide will be provided and will be dredged -2m CD to deepen the channel to ease fishermen in & out to the sea 24 hours a day 5. 4 jetties will be provided for each fishermen units 6. Ecological balance programs will be organized 7. Compensation or ex-gratia to those affected. Other benefits for fishermen & their generation that would like to venture other ares: 1. Job opportunity will be created during & post construction. 2. Other work incentive – aquaculture, water taxi, industry & others 3. What is the method use to reclaim the sea?

In the EIA report, Trailer Suction Hopper Dredger (TSHD) will be use to dredge sand from the sand source and transport the sand to about 6 – 8 km from the reclamation area. Sand will be pump from the TSHD to the reclamation area via submerged pipeline In addition, other methods, which are not detrimental to fishermen operation and environment, will also be considered

What is the distance of sand vessel from sea to coastlines?

In the case of TSHD, the designated anchor point is 6 – 8 km from reclamation area.

Where is the location of pipeline, whether it will be laid on seabed or sea level? If the pipeline located on the seabed, our net ‘pukat’ will entangle and it will create problem for us?

Barge carrying waste will discharge all the way before arrive at disposal area. This happened during construction of 2nd bridge. Whether the same thing will happen to this project. What is the mitigation?

All dumping vessel will be fitted with DDMS (Dredging & Disposal Monitoring System) and AIS (Automatic Identification System) to track in real time the barge location and where it dump the spoil.

As the reclamation area is shallow, the barge operation can only access during high tide. Working hours will be following the tide.

Pembiayaan projek-projek ini ditanggung sepenuhnya oleh Kerajaan Negeri Pulau Pinang.

Mengapa projek-projek ini perlu dilaksanakan?

i. Pulau Pinang kekurangan rangkaian lebuhraya asas untuk menampung dan menyuraikan trafik serta memintas laluan trafik. ii. Keperluan 3 jalan utama ini dan terowong laluan ketiga ini adalah kritikal untuk mengurangkan kesesakan di rangkaianjalan sedia ada; ianya akan menyediakan laluan yang lebih selesa kepada kenderaan awam dan pejalan kaki. iii. Hiraki utama rangkaian jalan-jalan utama akan membantu mengurangkan impak trafik dari kawasan pembangunan baru; mengekalkan pusat-pusat pertumbuhan sedia ada disamping menjana kawasan pertumbuhan baru. iv. Projek ini amat penting untuk mengekalkan ekonomi mampan Pulau Pinang; dan untuk menggerakkan pembangunan yang seimbang dan inklusif kepada negeri.

Bagaimanakah projek-projek ini dibiayai?

Oleh kerana dana untukpembiayaan dari Kerajaan Pusat tidak dapat diperolehi, Kerajaan Neger imengambil langkah berani untuk melaksanakan projek ini melalui mekanisma kewangannya sendiri iaitu melalui pertukaran tanah (land swap).Ini kerana Kerajaan Negeri tidak mempunyai sumber kewangan untuk merealisasikan perlaksanaan proje kini menggunakan dana awam.

Syarikat yang telah dilantik untuk melaksanakan projek-projek untuk Kerajaan Negeri?

Konsortium Zenith BUCG Sdn. Bhd. telah dilantik untuk melaksanakan projek kini. Konsortium ini dan pemegang ekuiti terdiri daripada: i. Zenith Construction Sdn. Bhd. & China Railway Const. Corp. Ltd. (joint venture). ii. Beijing Urban Construction Group. iii. Juteras Sdn. Bhd.

Adakah tender terbuka sebelum syarikat itu telah dipilih dan apa yang kos ini 4 projek?

i. Ya. Pada peringkat awalnya, Request for Proposal (RFP)untuk pra-kelayakkan telah dipanggil dan diiklankan menerusi 13 media utama serta laman web pada 15 November 2011. Dua (2) taklimatpra-kelayakkan telah diadakan di mana 60 syarikat menghadirinya terdiri daripada 43 syarikat tempatan dan 17 syarikat antarabangsa. Tarikh tutup untukpra-kelayakan adalah pada 14 Januari 2012. Sejumlah 11 syarikat mengemukakan cadangan untuk pra-kelayakan ini. ii. Dari 11 syarikat yang mengemukakan cadangan di bawah pra-kelayakan ini, 8 syarikat telah disenarai pendek untuk RFP. Pada 6 Julai 2012, kesemua 8 syarikat ini telah dijemput untu kmengikuti RFP terbuka yang ditutup pada 15 Oktober 2012. iii. Sebuah jawatankuasa teknikal dan kewangan yang dipengerusikan oleh Pegawai Kewangan Negeri telah dibentuk untuk membuat penilaian dan cadangan kepada Lembaga Tender Negeri tawaran yang paling menguntungkan dan berfaedah yang diterima dari syarikat-syarikat yang menyertai RFP. Tawaran yang terendah dan kompetitif diterima dari Konsortium Zenith-BUCG yang telah memenuhi semua syarat yang terkandung di dalam RFP telah dipilih. Lanjutan dari ini, tawaran yang diterima dari Konsortium Zenith-BUCG telah dirunding harga dengan pengurangan harga sebanyak 30% sebelum ianya diterima oleh Lembaga Tender Negeri yang dipengerusikan oleh Setiausaha Negeri Pulau Pinang. iv. Konsortium Zenith-BUCG telah menawarkan 157 ekar (bersih)tukaran tanah untuk melaksanakan kajian dan perlaksanaaan 3 jalan utama ini dan terowong laluan ketiga berjumlah RM6.341 billion. Selepas rundingan harga, tukaran tanah yang dipersetujui oleh Kerajaan Negeri adalah sebanyak 110 ekar (bersih) tanpa sebarang perubahan terhadap kos keseluruhan projek RM6.341 billion.

Di manakah kedudukan tanah itu untuk diberikan kepada Consortium Zenith-BUCG?

Lokasi tanah yang telah dikenalpasti untuk Konsortium Zenith-BUCG adalah di kawasan tambakan Seri Tanjong Pinang di Tanjong Tokong dan Persiaran Gurney.

Apabila projek-projek ini akan bermula?

Projek ini akan dilaksanakan mengikut fasa selepas kajian kebolehlaksanaan, rekabentuk terperinci, dan kajian impak alam sekitar disiapkan. Tempoh perlaksanaan projek ini adalah seperti didalam jadual berikut:

Siapakah yang akan menjalankan Kajian Penilaian Kesan Alam Sekitar?

Kerajaan Negeri mengkehendaki Kajian Impak Alam Sekitar dilaksanakan oleh konsultan berkecuali supaya ianya telus dan tepat. Untuk tujuan ini Kerajaan Negeri akan melantik Konsultan EIA Bebas dan bayaran fi akan dibayar oleh kerajaan Negeri danakan di bayar balik oleh pihak Konsortium.

Adakah Link Ketiga Tunnel memberi kesan yang besar terhadap alam sekitar dan hidupan laut?

i.Tidak,kajian terperinci akan dilaksanakan untuk Terowong Laluan Ketiga termasuk perlantikan konsultan berkecuali bagi Kajian Terperinci Impak Alam Sekitar untuk meminimakan kesan terhadap alam sekitar dan hidupan laut. Tambahan pula, teknik Tunnel Boring Machine (TBM) akan diguna pakai untuk mengurangkan kerja pengorekkan dasar laut. ii. Di dalam pembinaan jambatan, kerja pengorekkan dasar laut tidak dapatdielakkan memandangkan tiang-tiang jambatan perlu dibina disepanjang laluan jambatan. Bagaimanapun, dengan teknik TBM kerja-kerja pengorekan boleh dielakkan sama sekali kerana kerja pengorekan terowong akan dilaksanakan jauh di bawah dasar laut. .

Adakah terdapat sebarang pengambilalihan tanah yang melibatkan projek-projek ini?

Ya. Pengambilan balik tanah akan terlibat di dalam jajaran jalan yang dicadangkan. Bagaimanapun, kajian terperinci dilaksanakan untuk meminimakan pengambilan balik tanah.

Apakah yang akan berlaku kepada mereka yang terlibat dengan pengambilan tanah?

Sesiapa yang terlibat dengan pengambilan balik tanah akan dibayar pampasan seperti perutukan di dalamAkta Pengambilan Balik Tanah, 1960.

Ia adalah mungkin untuk rakyat tempatan mempunyai pekerjaan peluang dalam projek ini?
